The following electronic databases allow you to do a cited author search:

Scopus

Web of Science (WoS)

Both of these indexes work a little bit differently, and both include a different set of journals that they index (there is overlap between them, but there is unique content in both - so to do a complete citation search, you really need to check both).

In Web of Science, change Basic Search to Cited Reference Search and follow the database help guidelines.

In Scopus, view the help page on Author Details.

To search articles that cite an author in Google Scholar, it helps if the author has created a Google Scholar Citations profile.
