Yes, the Digital Media Commons (DMC) is able to convert the content of a PAL DVD to an NTSC format, but the PAL DVD menu part can't be converted to NTSC format. We either play the PAL DVD in a region free DVD player, then capture it into digital format, or we play the PAL DVD with a software DVD player, then use screen capture software to capture it into digital format.
