Yes, MATLAB is available on the library's Owlnet computers.

Rice University has initiated a site license agreement with Mathworks for the MATLAB software and several of its toolboxes.  This license is available and ready to use for all faculty, staff, and students and includes the ability to install on both Rice-owned and personally owned computers.
